In Texas, The guard industry is regulated by the Private Security Board of the Texas Department of Public Safety.
Companies are licensed and must have insurance, a licensed manager with experience in the field and passes a test given by the state, etc.
Guards are registered or commissioned. A commission is simply a registration that allows a guard to carry a handgun.
There are minimum requirements for guards in Texas, some are; no felony or class A misdemeanor conviction ever, no class B conviction in the last 5 years, not addicted to drugs or alcohol, if in the military not less that a discharge under honorable conditions, etc.
A criminal background check and fingerprints through the DPS and the FBI.
Unarmed guards are required by the state to a 2 hour training course. For armed guards it is 30 hours.
Armed guards must be in a distinctive uniform with a name tag, company patch and the word Security on the uniform. Each company may have other restrictions on the uniform as well.
Armed guards must carry the firearm in plain view, have the valid commission card on his person and be either on duty or traveling to or from work.
